At the receiving end during the UPA rule of opposition barbs about
policy paralysis, Congress today hit back alleging that there was
paralysis in decision- making in the Narendra Modi dispensation due to
"centralization".

"If it is true the government is very decisive, then what is the
reason for not appointing the chiefs of these important bodies,"
Deputy Leader of Congress in Rajya Sabha Anand Sharma said.

He said that the delay in decision-making was due to the fact that
there was "centralized decision-making now" in the government which
has led to "paralysis in decision-making".

"The PM has made boastful claims and he has confused many within the
country and even misled people globally," he said.

Sharma challenged Finance Minister Arun Jaitley "to deny the fact that
till the formation of new government in 2014, 24.30 crore accounts
were opened" while questioning the vision of 'JAM Trinity'.

JAM Trinity is the PM's initiative and refers to Jan Dhan Yojana bank
account number, Aadhaar number and mobile phones.

BHOPAL The Congress on Sunday took a dig at Prime Minister Narendra
Modi saying the PM in his first year in office has emerged as a
'marketing guru'.

"The performance of the Modi government has been zero in the last one
year, but Modi was glorifying his regime performance. He is a good
marketing guru who has perfected the art of selling products with zero
performance," Congress general secretary Digvijay Singh said.

He said Modi has just repackaged UPA government schemes and is running
them by projecting them as his own. "Modi had taken potshots at the
UPA regime for a 'pink revolution' (export of meat) during the Lok
Sabha election campaign last year, but during his one-year rule, meat
export has risen drastically," the former MP Chief Minister said.

In a scathing attack on Union finance minister Arun Jaitley, Congress
leader Jairam Ramesh said, "He is the most effective spinner in Indian
politics. Jaitley is more than the combined force of finest spinners
Indian cricket has ever produced."

The Congress alleged paralysis in decision-making in the Modi
government due to "centralisation". Party spokesperson Anand Sharma
said a number of top posts including the Lokpal, CVC, CIC, DRDO and in
a dozen scientific institutions are lying vacant for a long time.

"If it is true the government is very decisive, then what is the

RAFALE DEAL: CONG FIRES FRESH SALVO

NEW DELHI Continuing its attack on the Modi government over the $6-
billion Rafale deal with France to buy 36 fighter jets, the Congress
questioned why state-owned Hindustan Aeronautics Ltd (HAL) was kept
out of the agreement.

Anand Sharma said as per the earlier arrangement, HAL was to
manufacture 108 jets through transfer of technology from the French
company.

"Then why was HAL kept out of the government-togovernment agreement
despite the fact that the stateowned company has assembly lines in
view of its old collaboration with France on the Mirage deal?" Sharma
asked.
