[One only hopes that the scheduled voting process is not disrupted by
the dissenters and the voting takes place smoothly to give Nepal a
long delayed republican democratic constitution to replace the interim
constitution now in place.
By far the three largest parties, viz. Nepali Congress, Communist
Party of Nepal (UML) and Unified Communist Party of Nepal (Maoist),
appear to be broadly on the same page.

Of course, like any democratic constitution, this one will also have
provision for subsequent amendments.]

CA meet underway

Sep 13, 2015- The Constituent Assembly (CA) meeting that was put on
hold for two days since Friday in order to hold talks with the
disgruntled Madhes-based parties resumed on Sunday.

Top leaders of major parties addressed the Constituent Assembly (CA)
meeting before initiating the voting process on the Constitution Bill.
The CA secretariat is all set to start the voting process.

Addressing the CA meet, Prime Minister Sushil Koirala remarked that
the dialogue is the only way to resolve all kinds of problems.  He
said all the parties should come onboard at this historic moment.

The CA meet that was scheduled to be held at 11 am today was delayed
for three hours and began at 2 pm this afternoon.

Constitution drafting to go ahead

Nepali Congress (NC) has decided to move ahead with the
constitution-drafting process after the agitating political parties
did not show up for talks.

The three major political parties postponed constitution-drafting for
two days, keeping the doors open for talks with the agitating parties
regarding delineation of federal states in the constitution.

“The dialogues couldn’t move ahead even though we halted the process.
So we have decided to move ahead while keeping the doors open for
dialogue,” said NC Chief Whip Chin Kaji Shrestha.

The CPN-UML has also urged all its lawmakers to continue with
constitution-drafting. CPN-UML Chairman KP Oli urged all the lawmakers
at a CPN-UML’s Parliametary meeting not to to walk away from the
process.

The meeting between the three political parties scheduled for today
could not take place, however, after the meeting with the agitating
parties failed to materialize.

Meanwhile representatives of the Tharuwan-Tharuhat Joint Struggle
Committee met with the Prime Minister this morning. According to one
of the representatives, Raj Kumar Lekhi, although unofficial talks
ended on a positive note, official talks are yet to be held.

“We will not begin official talks unless our seven-point demands are
met,” said Lekhi, adding, “the Prime Minister has said he will send us
an official letter.”

Voting on amendment proposals

Chairman of Constituent Assembly (CA) Subas Nembang has said that
voting on amendment proposals for the constitution will be held today.

He said that the voting, which was to start on Friday last week,  was
postponed for two days at the request of the major political parties.
“The voting process will begin after discussions and speeches by
senior leaders,” he said.

According to Nembang, after senior leaders address the CA, the
President of the Constitution Drafting Committee Krishna Prasad
Sitaula will answer questions regarding the draft constitution.

He said that any agreements made before the CA’s meeting at 11:30 AM
can be incorporated into the amendment proposals. “If both the
drafting process and the talks go forward simultaneously, amendments
can be made even after the constitution is promulgated,” he said.

He also said retracting from the constitution-drafting process would
now be impossible.
