The decision was taken at a meeting of the state cabinet presided over by Chief Minister Nitish Kumar.*** [Emphasis added.] The cabinet also agreed to the implementation of entry taxes on products like electronics, electrical equipments, footwear, readymade garments etc besides hike in the existing VAT rates on petrol, diesel and costly Indian made foreign liquor. Talking to reporters here after the cabinet meeting, principal secretary of cabinet secretariat, Brajesh Mehrotra, said that existing 3% women reservation in the government jobs would also be included. Giving details, he said that as against the existing 16% reservation of SCs in government jobs, women will get 5.6% reservation while 1% of ST reservation women will get 0.35%. Out of the total 18% reservation of EBCs in the government jobs, women will get 6.3%. Similarly, in BCs category, out of the total 12% reservation, women will get 4.2%. In the general category, out of the 50% existing reservation, women will get 17.5% reservation. In total, women in all categories will get 33.95% reservation and will add the existing 3% reservation which comes total percentage of 36.95% reservation for women in all government jobs, Mehrotra said. In case of non-availability of women in such categories, the vacancies would be filled up by male candidates. In another major decision, the state cabinet okayed the introduction of entry taxes on several items including footwear, readymade products, bidi products, medical equipments, medical devices and implants, electronics and footwear to strengthen its economy. The entry taxes on electrical items would be raised from existing 8% to 12% while 8% entry taxes would be introduced on electronic items. Till date there were no entry taxes on electronic items. The state cabinet also agreed to the implementation of 5% entry taxe on costly footwear/shoes barring plastic chappals and sandals. Entry taxes of 5% would also be levied on items like bow and tie. The entry taxes of 5% on bidi leaves and its products would also be levied. The recently 13.5% VAT hike on essential items would likely to be further increased by additional one percent. The cabinet also okayed the proposal of the commercial taxes to increase 20%-30% VAT on the prices of petrol, diesel, costly foreign liquor and tobacco products (cigarette, bidi etc). With the implementation of these new VAT taxes, the government would earn Rs 400 crore in the state exchequer per annum. The cabinet also okayed the proposal to amend the existing Bihar public grievances redressal Act of 2015. Under the provisions of the Act, the government servants would be duty-bound to redress the people's grievances within a time frame, failing which would amount to misconduct. An erring government official could even be dismissed from service for that misconduct. Under this provision, anyone can lodge a grievance either on a plain paper or on a prescribed format free of cost in any government departments. In each government department, each public grievance redressal officer would be would be posted. Counters/booths would be set up throughout the state to lodge their grievances. All the grievances would be redressed within a time frame. Anyone can go for first appeal after 30 days in case of non-addressing their grievances. Anyone can also lodge their grievances through online also, Mehrotra said. All the grievances would be acknowledged to the complainant within a week. The state cabinet okayed a proposal to create a post of CM advisor for giving advice to the CM on policy issues and its implementation for the year 2015-20. The cabinet also sanctioned a sum of Rs 205.18 crore subsidy for the investors under the Bihar industrial promotion policy in the financial year 2015-16. The cabinet also okayed a sum of Rs 12.07 crore to the Bihar state Aids Control Society.
