Written by Dipankar Ghose | Raipur | Published:November 18, 2016 2:53 am IGP S R P Kalluri THE NATIONAL Human Rights Commission (NHRC) has summoned Chhattisgarh Chief Secretary Vivek Dhand and Inspector General of Police (Bastar range) S R P Kalluri after taking suo motu notice of the “nationwide outcry and protest” over registration of an FIR against Delhi University professor Archana Prasad, JNU professor Nandini Sundar and others in connection with the killing of a tribal man in Bastar. Along with Prasad and Sundar, the police had booked eight other rights activists under provisions of the Unlawful Activities (Prevention) Act. Citing media reports, the NHRC said Samnath Baghel, who was leading a campaign against Maoists in the area, was killed in November, while a team of the activists visited his village in May. “There is no apparent connection between the murder and the visit of these rights activists and, therefore, it has been alleged that they have been framed in a mala fide manner by police to settle scores,” the NHRC said in a statement. The NHRC said Sundar, along with other activists, had in the past brought to its notice murders, mass rapes of women and other crimes allegedly carried out by police officers. It also took note of a petition filed by Sundar in the Supreme Court against “atrocities by Bastar police”, who allegedly burnt houses of tribal villagers. “The Hon’ble Supreme Court ordered an investigation by the CBI. The CBI found S R P Kalluri… responsible for the burning of the homes,” the NHRC said. The commission said that since allegations were made against IGP Kalluri himself, “why the investigation in the FIR now registered should not be handed over to an independent agency like CB CID or CBI”. Asked about the allegations against IGP Kalluri, Chief Minister Raman Singh said, “Whether it is an IG or a DG, whether it is a police official or someone from another department , they must do their work. If there is any shortfall on this, the government knows how to take corrective steps.” Chief Secretary Dhand could not be contacted for comment. The NHRC, which also took cognizance of “unprecedented acts of hostility and indiscipline by Chhattisgarh Auxiliary Police” in burning effigy of Sundar and other activists, stated that on consideration of the situation in Chhattisgarh over the past year, it appeared that the registration of the FIR was an act in line with earlier acts of police hostility. “Naming of these human rights activists in the FIR… lends credence of the observation of People’s Union for Civil Liberties that all this was part of the state police vendetta against the lawyers, journalists and human rights activists who have been critical of fake encounters, mass rapes, arson, etc. by security forces.
