Naidu's accusation irresponsible: Intelligence sources

NEW DELHI: Even as Union minister M Venkaiah Naidu as well as
Telangana government slammed Congress leader Digvijaya Singh for
alleging that Telangana Police was "trapping" Muslim youth to join
Islamic state through a bogus website of the terror group, ***top
sources in the security establishment said it was extremely
irresponsible on part of the former chief minister to talk about
covert operations purely aimed at tracking online radicalisation and
jihadi activity*** [emphasis added].

"Telangana police has done some commendable work in tracking Islamic
State-inspired youth across the country through its excellent online
resources. This is in line with standard practice followed by
intelligence and law enforcement agencies across the world not only
for terror surveillance but also to detect and check crimes like child
pornography and paedophilia," said an intelligence operative.

The officer said it was a regular feature for the state police,
Telangana was no exception to use cyber tools to mount surveillance on
youth who are using social media to regularly follow Islamic State
propaganda online and engage with potential recruiters for the global
outfit. "Online tracking is a normal method of counter-terror
surveillance. One must remember that it is all being done in national
interest. The tricks of the trade must remain a secret and not talked
about to gain some cheap political brownie points," said the officer.

The intelligence wing of the Telangana police has emerged a pioneer in
tracking IS activity, regularly inputing the IB and RAW to track
radicalised "lone-wolf" operatives as well as modules in touch with
foreign-based handlers. This task is being carried out by other state
police forces and central agencies too but the Telangana team seems to
have become adept at the task.

Almost all the IS modules busted by the Central agencies and NIA so
far were first flagged by the Telangana police. "Unlike Digvijaya
Singh's claims that they are pushing Muslim youth closer to IS, the
Telangana intel wing has prevented many radicalised men and women from
joining IS and travelling to Iraq/Syria. Many of them were weaned off
with timely intervention and counselling," an intelligence officer
pointed out.

Sources describe the Telangana 'IS' trackers as a small, motivated
lot, who are provided the resources as well as financial incentives to
deliver. They often travel abroad, mostly to Gulf countries, to track
members of the Indian diaspora working as head-hunters for IS or
carrying out online radicalisation. "Many IS operatives were deported
to India after months of tracking by these experts, who would then
pass off this information to RAW," said a central government officer
who has worked closely with the Telangana police.

HYDERABAD/NEW DELHI: Congress general secretary Digvijaya Singh found
himself in the eye of a fresh political controversy when he accused
Telangana police of encouraging Muslim youth to join global terror
outfit Islamic State, triggering angry reactions from the ruling
Telangana Rashtra Samithi, the state government and the BJP which
asked him to provide evidence to back his claim.

In a sensational allegation, Singh tweeted on Monday, "Telangana
police has set up a bogus IS site which is radicalising Muslim youths
and encouraging them to become IS modules." He said the information
which led to the arrest of Shajapur (MP) train blast accused and the
encounter in Kanpur the same day had come from Telangana cops.

"The issue is whether Telangana police should be trapping Muslim
youths in becoming IS modules by posting inflammatory information?" he
said, asking chief minister K Chandrasekhar Rao to respond. The remark
triggered a row with the CM's son and IT minister K T Rama Rao
responding, "Most irresponsible and reprehensible thing coming from a
former CM. I request you to withdraw these comments unconditionally or
provide evidence." Throwing his weight behind Telangana, Union I&B
minister Venkaiah Naidu too slammed Singh.

TRS MLA files complaint against Digvijaya for remark
Throwing his weight behind Telangana, Union I&B minister and BJP
veteran Venkaiah Naidu said, "He should present evidence or (tender)
apology. Telangana police shares information on anti-terror operations
with other states. Such baseless charges demoralise the forces."

While Rao's sister and TRS MP K Kavitha called Singh's remarks
"ridiculous", state police chief Anurag Sharma termed them as an
attempt to lower the morale of the hardworking state police. Known for
his penchant for controversial comments, Singh's latest sent Congress
into silence. AICC spokesman Anand Sharma refused to react and said
questions were best addressed to Singh. When asked about evidence,
Singh said the proof was in public domain as the accused in Shajapur
train blast had posted pictures of the train on a supposed IS website,
which was actually operated by Telangana cops who later informed the
MP police.

Meanwhile, taking objection to Singh's allegations against Telangana
police, TRS MLA Maganti Gopinath lodged a complaint against him at
Jubilee Hills police station on Monday. "The MLA alleged that
Digvijaya Singh has made baseless allegations to defame Telangana
government and the state police. He requested us to take appropriate
legal action against the Congress leader and we are obtaining legal
opinion," Jubilee Hills inspector S Venkat Reddy said. The Majlis
Bachao Tehreek has demanded a high-level inquiry into Singh's
allegations.
