When the Central Government knows very well that six state governments are opposed to the beef ban, there should have been a minimum consultation with the states. And for a notification, it is not enough to put it in your website which nobody watches. Such notifications should have been publicly announced in major English and regional newspapers. The very idea of keeping 90 days for notification is to get response from people whether they agree with the notification or not. But here, when six states are against such a law, people in these states never came to know that such a law is going to be made. This move is absolutely unconstitutional.
