<<Naval submarine INS Kalvari is a Prime Example of ‘Make in India’>>

That's the caption of a news item in a news bulletin, apparently, mass
mailed by the PMO (Prime Minister's Office<[email protected]>).

The news bulletin is online hosted here: <
http://jan-sampark.nic.in/campaigns/2017/22-Dec/PMO/index.html>.

This particular news item, in details including a video clip of the PM's
speech on the occasion of the ceremonial dedication of the submarine to the
nation, is presented here: <
https://www.narendramodi.in/pm-dedicates-ins-kalvari-to-the-nation-in-mumbai-538194
>.

The detailed report, inter alia, informs: <<Congratulating the people of
India on this occasion, the ***Prime Minister described INS Kalvari as a
prime example of "Make in India."*** [Emphasis added.]>>

The wikipedia (ref.: <https://en.wikipedia.org/wiki/Make_in_India>) informs
that the 'Make in India' programme was launched by the incumbet Prime
Minister on "25 September 2014".

The wikipedia site (<https://en.wikipedia.org/wiki/INS_Kalvari_(S50)>)
pertaining to the subject submarine informs: <<The submarine was designated
as Yard 11875 at Mazagon Dock Limited and ***construction began on 14
December 2006*** [emphasis added] with the first cutting of steel.>>
That was close to 8 years before the launch of the 'Make in India'. Under
the UPA I.
The order had been been placed in 2005, again, under the UPA I.

Yet, the Prime Minister claims it's a prime example of "Make in India."

Also relevant:
<<The first warship built by MDL was the 2,900-ton displacement, INS
Nilgiri, the lead ship of her class. She was launched on 15 October 1966
and commissioned on 23 June 1972. Five more frigates of this class were
built over the next nine years for the Indian Navy.>>
