[That's just a damn lie!
As usual, of course.
Rajiv Gandhi, as quoted by Modi, would say that well after the criminal
massacre as his explanation of the background - not justification of the
massacre.

“When in 1984 Indira Gandhi died, her son had said ‘when a big tree falls
the earth shakes’,” Modi said. “Thereafter, there were thousands of Sikhs
who were massacred. Was it not terror? Was it not terror unleashed by a few
people? Despite that he [Rajiv Gandhi] was made prime minister and the
neutral media never asked a question like it is doing now.

voice.*

Here's an account of the observation made by Rajiv Gandhi:

Indira Gandhi was assassinated on 31st October 1984. The rioting started on
the 1st of November. The army was called in on the 2nd November and managed
to restore calm on that very day itself. Rajiv Gandhi issued a statement on
radio/television on the evening of 2nd November in which he said, “Some
people are casting a slur on [Indira Gandhi’s] memory by indulging in acts
of hatred and violence. This must stop. This violence is only helping the
subversive forces. Communal madness will destroy everything India stands
for. As for Prime Minister of India, I cannot and will not allow this. ”The
situation had been brought under control by the 3rd of November. No further
riots took place after that day.

This particular statement of Rajiv Gandhi (When a mighty tree falls…) was
made on the ***19th of November [the date is confirmed also here; <

and <
https://www.telegraphindia.com/opinion/two-anniversaries-martyrdom-and-mass-murder/cid/587609>]
on the first birth anniversary of Indira Gandhi after her death***
[emphasis added]. The statement is taken out to [sic] context and an
impression is given so as to suggest that Rajiv Gandhi sought to justify
the riots. Instead he stated on that day when he made this statement, “Some
riots took place in the country following the murder of Indira Ji. We know
the people were angry and for a few days it seems India had been shaken.
But, when a might[y] tree falls, it is only natural that the earth around
it shakes. But, from the way you put a stop to it, from the way India has
been brought back to the path of unity with your help, and is able to stand
united again, the world can see that India has become a genuine democracy.”

The very opening lines of the author:

I condemn the Sikh Genocide of 1984 and of the opinion that the Congress
Party workers played a prominent role in organizing the rioting but it
would be a travesty of truth to say that Rajiv Gandhi justified the rioting.

Btw, when Indira Gandhi was assassinated, her only surviving son, right at
that point of time, was in a rather remote corner of West Bengal. He had to
rush back on receiving the news via BBC radio.

Now, this is what Modi had said as regards the hapless victims of the
Gujarat massacre 2002, conducted under his watch - as the Chief Minister,
even after more than a decade, while virtually inaugurating his journey to
the seat of the Indian Prime Minister, with an interview to the Reuters:

The footage of the interview shows Modi as saying: “Hum agar car chala
rahen hain… aur koi drive kar raha hai aur hum peechhe baithe hain, phir
bhi ek chhota kutte ka bachcha bhi car ke neeche aa jata hai, toh humein
pain feel hota hai ki nahin? Hota hai.”

In any case, this is only a sly trick to detract public attention from the
monumental criminality of nominating an undertrial "accused" as the BJP
candidate for the Bhopal parliamentary seat, who'd publicly mock at a brave
and decorated police officer who had lost his life in the hands of Pak
terrorists,
An "apology" issued thereafter is a mockery of an apology.
And, the Indian Prime Minister, in response to the torrent of adverse
reactions would hold her up as a "symbol" of five-thousnand years old
Indian 'Civilisation"!

Prime Minister Narendra Modi on Friday sought to defend the Bharatiya
Janata Party’s decision to field terror accused Pragya Singh Thakur from
Bhopal in the Lok Sabha elections. He said Thakur’s candidature was a
symbol to answer all those who demeaned a great civilisation and one that
will prove costly to the Congress.

Thakur, who joined the BJP earlier this week, is facing charges under the
Unlawful Activities (Prevention) Act and other sections of the Indian Penal
Code in connection with 2008 Malegaon blasts, in which six people died and
101 were injured. The Bombay High Court had granted bail to her in April
2017, noting that she had been in jail for more than eight years and was
suffering from breast cancer.

Referring to the Samjhauta Express blast verdict, the prime minister
claimed the Congress had defamed a “5,000-old culture that believes in
Vasudhaiv Kutumbakam”. “A civilisation, a tradition that has promoted the
idea of ‘Vasudhaiva Kutumbakam’ (the world is one family) for the last
5,000 years was branded as terrorists by some,” Modi said in an interview
to TimesNow. “Sadhvi Pragya’s candidature from Bhopal is a symbol to answer
all those who did this and this symbol will prove costly to the Congress.”

Several BJP leaders have hit out at the Congress, claiming that the party
had floated the theory of “Hindu terror” in the Samjhauta Express blast
case. On March 21, Arun Jaitley had said the term “Hindu terror” was coined
to give a bad name to the “otherwise liberal majority community in India”.

“When in 1984 Indira Gandhi died, her son had said ‘when a big tree falls
the earth shakes’,” Modi said on Friday. “Thereafter, there were thousands
of Sikhs who were massacred. Was it not terror? Was it not terror unleashed
by a few people? Despite that he [Rajiv Gandhi] was made prime minister and
the neutral media never asked a question like it is doing now.”

Those who were identified by eyewitnesses in the 1984 anti-Sikh violence
case, were made legislators and cabinet ministers, Modi said, adding that
“one of whom was recently made the chief minister of Madhya Pradesh”.

Congress leader Kamal Nath had been questioned by the Nanavati Commission
in connection with the 1984 anti-Sikh violence. He was absolved of
involvement due to lack of evidence. As many as 2,733 people had died in
Delhi alone following the assassination of former Prime Minister Indira
Gandhi by her Sikh bodyguards on October 31, 1984.

The prime minister further said. “Should the Amethi and Rae Bareli
candidates who are out on bail not be questioned? But when a Bhopal BJP
candidate is out on bail and is fighting elections, there is a huge hue and
cry. A woman, a sadhvi was tortured like this, no one raised a finger.”

Thakur on Thursday had claimed that she was tortured by officials when she
was in jail for her alleged role in the Malegaon blasts case.

Modi accused the Congress of building a false narrative for propaganda. “In
Gujarat, whatever encounters used to take place, they would prepare a
script accordingly. In Judge Loya case, he died a natural death but the
same modus operandi was used to build a narrative that he was killed. The
same modus operandi was followed to build false narrative using videos
around EVM and demonetisation. This is their modus operandi.”
