Investigative journalists, human rights activists, frontline opposition
politicians and the likes to be spied upon by the state at the behest of
ruling party.
If challenged, (even limited disclosure) of info before the highest court
of the land to be stonewalled in the name of "national security".

*In the garb of a "concession", an "experts' committee" - comprised of
"domain experts" appointed by the Union Government - the suspected (and
only plausible) accused in the case, would look into the "facts" of the
case - with already spelt out mandate of issuing a "clean chit" to the
accused and, maybe, charge the accusers with "treason"!*

The Court must, taking off from the "concession" offered, itself appoint a
committee - including "domain experts" suggested by both the contending
sides and reviewed by the Court, to *investigate*.

*The Centre on Monday told the Supreme Court that it doesn't wish to file a
detailed affidavit regarding the Pegasus snooping row, stating that "terror
organisations better not know which software is used to combat terror."*

*Solicitor General Tushar Mehta told the apex court that in the interest of
national security, details on whether the Centre was using the Pegasus
spyware can be debated before a panel of domain experts but not in a
affidavit.*
*...*
*The apex court was hearing a batch of petitions seeking an independent
probe into the alleged use of the Israeli Pegasus software to spy on
citizens. The Centre had earlier filed a brief affidavit, “unequivocally”
denying all allegations made by the petitioners and stating that it “will
constitute a Committee of Experts in the field [emphasis added] which will
go into all aspects of the issue” in order “to dispel any wrong narrative
spread by certain vested interests” [emphasis added].*
