In 1959, an agreement was signed between the World Health Organization
(WHO) and the International Atomic Energy Agency (IAEA) at the behest of
the latter, making it mandatory for WHO to consult IAEA, a conflict of
interest ridden body before going public with health impact nuclear
radiation. IAEA is both a promoter as well regulator of nuclear commerce.
The agreement grants privileges and immunities to IAEA. IAEA does not allow
WHO to reveal complete truth about adverse health consequences nuclear
accidents.
