This being a release candidate, I would say that in principle it should
be off of release-3.0. That way master would retain the latest stable
release until we've stabilized the new release. At that point the
release branch would be merged into master and develop and deleted.
Given our current state (with an unstable master), however, master
should be merged up to this point. I think that's a fast-forward merge,
so the tag is on the right commit, it's just that master doesn't point
to it.
