The default set up doesn't generate lualatex.fmt or dvilualatex.fmt
for fear of conflicting with Cyrillic something.  I'll paste the part
from /etc/texmf/fmt.d/20luatex.cnf:

# the latex based formats are disabled since currently 
# texlive-lang-cyrillic ships ukrhypmp.tex and that generates an error
# in luatex while loading:
#   ! Text line contains an invalid utf-8 sequence.
# If you don't have texlive-lang-cyrillic installed you can enable these
# formats
lualatex        luatex  language.dat    lualatex.ini
dvilualatex     luatex  language.dat    dvilualatex.ini

As you see I've uncommented the lines and then :

update-fmtutil
fmutil --all
sudo fmtutil-sys --all
