The "Unreleased" section of the change log at https://github.com/gregorio-project/gregorio/blob/develop/CHANGELOG.md lists all the changes already implemented for the next release. Additionally, the issues marked with 4.0 milestone on Github at https://github.com/gregorio-project/gregorio/issues?q=is%3Aopen+is%3Aissue+milestone%3A4.0 are the remaining items yet to be implemented for 4.0.
