The basic book and report classes, like the basic article class, only support 10pt, 11pt, and 12pt.  However, there is an extbook and extreport class in that package which I linked to.  There's also a package (extsizes) which may be able to adapt the beamer class.

Generally speaking anything you can do in regular LaTeX can be done in LuaLaTeX and a few things which can't be done or are difficult in LaTeX are simple in LuaLaTeX.
