It should be documented in the section 2.2.4 of the GregorioRef PDF for
4.1.0. However, to expand on it,
Some dimensions may have "stretch" and "shrink" values (This is known as
a "skip" or "glue" in TeX). So they would be specified as
{base distance} plus {stretch} minus {shrink}
For example:
0.05 cm plus 0.001 cm minus 0.001 cm
You may also leave out either the stretch or shrink, as in
0.05 cm plus 0.001 cm
which implies 0 for the omitted portion.
As for "scalable", the third argument to \grechangedim may either be
"scalable" or "fixed". If "fixed", the dimension provided will be used
regardless of the staff size. If "scalable", it is assumed that the
dimension was calibrated with a staff size of 17 and should be scaled as
the staff size is changed using \grechangestaffsize.
