You're not doing it wrong. At the moment the printing of the commentary
box is done by the same algorithm that prints the initial, thus it is
not possible for a score to have a commentary without an initial.
It looks like the change required to fix this is fairly simple, so I'll
submit a PR to get the change into 5.0.
