This thread is a little old, but just for the record. In the latest snapshot I executed the following lines without an active dataset:

<hansl>

open dbnomics
data ECB/IRS/M.IT.L.L40.CI.0000.EUR.N.Z

</hansl>

And gretl created/opened a suitable dataset for me automatically. So that seems to be fixed.
