Do you mean that under the main-window Model menu the "Time series" entry is inactive/greyed-out? That happens if the dataset you have loaded is not recognized as time-series, which can be fixed under /Data/Dataset structure. If you mean that the Model menu doesn't have a "Time series" entry at all, or that the Time series menu is accessible but doesn't have a VECM entry, then sorry but I have no idea what's wrong; some weird breakage must have occurred in the installation.
