On an Android phone or tablet and on an Amazon Fire tablet one can install 
Userland which offers a choice of Linux systems. Gretl 2016d is available as a 
package in this system.  The gretl graphic interface does not fit well on a 
mobile phone but it is just about usable on a 10 inch Fire tablet. I presume 
that one might be able to use the command line. I have used the octave command 
line in Userland for some calculations.

Gretl is a computer only software. There are a lot of dependencies libraries 
that are not available in mobile (tablet, smartphones) devices.
