for approx itself, yes.

You need to make apt-get use your approx.

approx.conf:
debian http://ftp.at.debian.org/debian
grml   http://deb.grml.org

sources.list (if approx runs on localhost)
deb http://localhost:9999/debian sid main contrib non-free
deb http://localhost:9999/grml grml-testing main

and on grml-debootstrap you would simply use --mirror
http://127.0.0.1:9999/debian
