groff_ms(7): Fix code style nits.
* Use two empty requests where vertical space is expected.
* Use simply `P` for paragraphing.
* Mark `tbl` as a generic reference in a comment; it doesn't require the
./configured command prefix (or consequent hyphenation suppression)
because the "allbox" option is portable.
