This material also doesn't document the formatter per se, and so is inappropriate for the "GNU troff reference" chapter. * man/groff_tmac.5.man (Localization files): Add introductory sentence summarizing their purpose. Add advice regarding the order of their loading; thanks to Nikita Ivanov for reporting this omission.
