groff_mm(7): Adjust cover page macro order advice.
Advise putting `AF` before `TL`, not after it, since the latter
practice, while supported, can be challenging to think about given the
way `TL` works. Also, this model works just as well for `MT` memoranda,
and even reflects the resulting vertical arrangement.
