groff_tmac(5): Fix style and markup nits.
* Set example device control escape sequence in bold, not roman, except
for ellipsis.
* Use `\[rs]` special character escape sequence to represent backslash.
* Use `\[aq]` special character escape sequence to represent neutral
("ASCII") apostrophe.
