in repository groff.

commit 75687c614db32e821a47c5bec4cf660716d50ca9
Author: G. Branden Robinson <g.branden.robin...@gmail.com>
AuthorDate: Tue Jul 8 15:56:03 2025 -0500

    doc/*,tmac/*: Revise ms introduction.

    * Characterize citations generated by refer(1) as "consistently
formatted", not "standardized". Whether a "standard" applies to them
      is not squarely on point.
    * Favor active voice over passive.
    * Identify the topic by name, not "this implementation".
