    tmac/groff_man.7.man.in: Revise copyright notice.
    
    Add a copyright notice for Ingo, who has never executed copyright
    assignment paperwork with the FSF, so his "legally significant"[2]
    change to this file in 2017[3] can't be under the FSF's copyright.
