    [preconv]: Fix `-Wmissing-declarations` warnings.
    
    * src/preproc/preconv/preconv.cpp (conversion_latin1)
      (conversion_utf8, conversion_cp1047, conversion_iconv, get_BOM)
      (get_tag_lines, is_comment_line, get_variable_value_pair)
      (check_coding_tag, detect_file_encoding, do_file, usage): Declare
      `static`; external linkage is not required.  Fixes
      `-Wmissing-declarations` GCC warnings.
