ANNOUNCE: Add note for Solaris 11.4 users.
I'm not adding this point to the "PROBLEMS" file since the "configure"
script's own diagnostic report is adequate. The purpose of the
announcement (a.k.a. release notes) is to advise users of things that
have _changed_ since the last groff release.

config.status: error: Something went wrong bootstrapping makefile fragments
for automatic dependency tracking. If GNU make was not used, consider
re-running the configure script with MAKE="gmake" (or whatever is
necessary). You can also try re-running configure with the
'--disable-dependency-tracking' option to at least be able to build
the package (albeit without support for automatic dependency tracking).
See 'config.log' for more details

Caveats
=======
+* To build groff on Solaris 11.4, you must pass the option
+ `--disable-dependency-tracking` to its "configure" script, or use GNU
+ Make, for example with `./configure MAKE=gmake`.
+
* GNU tools, or otherwise POSIX-conforming ones, are generally required
to build on Solaris 10 or 11. See the "PROBLEMS" file in the
distribution archive.
