from groff(1):
$ groff -Parg   -- pass arg to the postprocessor

The postprocessor to look at is grohtml(1):

-Ddir  Inform grohtml to place all image files into directory dir

The resulting will be something like:

$ groff -Thtml -P-Dimages your_file.roff
