Confirmed.
Mac OS X Leopard with all the updates applied (same uname -a output as Stefan's except the host name).
It does not work.

I tried it with the Heirloom troff I compiled last year on the same machine (installed in $HOME/opt).

$ PATH=~/opt/ucb:$PATH
$ cat >ted.ms <<EOT
.EQ
x = { Y + Z } over { A + B } times ( C + D )
.EN
EOT
$ <ted.ms eqn | troff | dpost >ted.ps
$ open ted.ps

Yup, the equation is there.

So, I compiled groff (installed in $HOME/opt again).

$ tar xzvf ~/Downloads/groff-1.19.2.tar.gz
$ cd groff-1.19.2
$ ./configure --prefix=$HOME/opt --with-appresdir=$HOME/opt/etc/ gxditview
$ make
$ make install

Tried Ted's example again:

$ PATH=~/opt/bin:$PATH
$ groff -Tps -e -ms > ted.ps << EOT
.EQ
x = { Y + Z } over { A + B } times ( C + D )
.EN
EOT
$ open ted.ps

Works.
