[Groff] Adding bookmarks to custom macro

All,

i am wondering how to translate the pdfmark syntax
into a custom macro that serves to create the
bookmark pane and a table of contents, with the option
to link within the TOC to the page view.

I have been through the docs, looked at the
samples, and am one degree, argueably, short on
understanding the syntax.

any examples, comments and assistance is needed
and appreciated.
