If this line is intended to always be solid (pardon my total ignorance of mm), then this is clearly the right solution. Font embedding may help for this specific situation, but any mm author might choose a font where the em dash has the side bearings Deri speaks of in http://savannah.gnu.org/bugs/?66342#comment4, so the dash should not be relied upon to create a solid line. Alexis, are you willing to open a bug report in our tracker (http://savannah.gnu.org/bugs/?group=groff&func=additem) and attach your patch? You can do this without creating an account, though creating one lets the system automatically email you whenever the ticket is updated.
