Menus are also generated automatically now (I don't recall since when)
if they are not present, and since Texinfo 7.1 (18 October 2023), there
is @nodedescription, which allows to have menus with descriptions
automatically generated. My wild guess is that there are descriptions
in menus in groff, so this is probably a requirement for automatic menus
for you.

Now, if you bumped to 5.0 in 2020, it is probably a bit too early to
bump to 7.1, but in the future it could become relevant.
