For our Python Meeting Düsseldorf (http://pyddf.de/) we do ask people to register via email, but most simply attend the meeting without registration. Our meeting charges a small fee to cover the venue costs, but this is paid at the meeting, not upfront. So far, we have not had problems with this, so we're no longer insisting on registration.
