Panel flickers when clicking over menus

Bug description:
Clicking on the menu in the unity panel will make the panel turn
completely to the background color and flicker
This is caused by lp:~3v1n0/nux/emit-mouse-leave-on-new-over-area and
a workaround we've in unity to show menus.
