  post processing fails to add ssh keypair

Bug description:
  [Impact]
  Users wishing to ssh into their instances will fail to do so without manually 
importing their ssh key.

  [Test Case]
  Deploy with 'conjure-up openstack', login to horizon, check the access and 
security tab/ssh key pairs and see that no keypair has been imported.

  [Regression Potentional]
  This checks for the existence of a key if not there, runs the relevant 
openstack command to import a newly generated key pair. Regression is minimal 
as nothing is overwritten.

  [Additional Info]
  During post processing phase the ssh keypair is not properly imported and at 
times an error is printed to the screen about unable to locate any ssh keys to 
import.
