* Running dh_make generates debian/source/format, but writes it to
debian/outfile.
[Test Case]
* Download a source package via apt-get source or pull-lp-source
* Delete the debian directory
* Run dh_make
[Regression Potential]
* Risk of regression is low, the fix is two characters, and already
available in Yakkety Yak
