Allows searching the parts cache
[Impact]
* Users now have to open the wiki page to see what are the available
parts.
* This will improve the experience of writing a snapcraft.yaml using
the ecosystem.
[Test Case]
* Run snapcraft search with an existing part, unexisting part and no
part.
[Regression Potential]
* None. This is a new command.
