As part of the drive to stop using ppa:snappy-dev/image ppa for Ubuntu Core 16
builds, we need to get the console-conf package into xenial-updates.
[Test Case]
"apt install console-conf" succeeds. Ultimately building the core snap without
ppa:snappy-dev/image should succeed, but I think that requires more work.
