Bug description:
The plugin is featureless, and is required for a single regression
test.
[Impact]
Without the plugin, the test main.udf_services will fail in dep8.
We add the plugin to the mysql-testsuite-5.7 package.

Run dep8 tests on 5.7.16-0ubuntu0.16.04.1 in Xenial
[Regression Potential]
This change has been in Yakkety for some time.
The change only affects the testsuite package, and the plugin added is empty.
