User cannot enable BigStep datasource when running 'dpkg-reconfigure'.
The option is simply not there.
[Test Case]
* launch lxc instance
* run dpkg-reconfigure cloud-init
* select BigStep (entry is not there without this bug fix)
* verify written to /etc/cloud/cloud.cfg.d/90_dpkg.cfg
$ grep BigStep /etc/cloud/cloud.cfg.d/90_dpkg.cfg

Very little. Just a dpkg-reconfigure option not present.
Most likely error would be bad templates.

This is simply missing from the list in debian/cloud-init.templates.
