[Impact] New xenial cloud images cannot be produced. [Test Case] Attempt a livefs build of the ubuntu-cpc project; it will fail without a fix, and pass with a fix. [Regression Potential] The fix is to modify the `mkdir` to `mkdir -p`, so the potential for regression is very low.
