Bug description:
[Impact]
On ubuntu-advantage-tools 27.13.4~*, the postinst call that removes
the unauthenticated esm-apps repositories considers versions lower
than 27.11.3. This is a mistake - the version should be lesser than
the one just released.
[ Test Plan ]
Same test as LP: #2004193, which caught this error. (27.11.1 -> 27.13.1 ->
proposed)
People may have versions 27.13.1/2/3 installed, but all of them are lesser
than 27.13.5 (the new version), so if it works for one, it works for the other
ones as well.
[ Where problems could occur]
If we make another mistake like this, other bug like this one may happen
again. We are running the same test again just to prevent this from happening.
