RFC 7120 section 2 outlines the conditions for IANA Early Allocation https://www.rfc-editor.org/rfc/rfc7120.html I'm not entirely sure the semantics, processing, and other rules for ANYCAST are entirely clear yet (condition B), which in turn impacts condition C. I'm open to hear the case though!
