Is such a notification listed among aMSN's notifications in the Growl pane in System Preferences? If so, is the notification enabled? (If it isn't, enable it.) If it is listed and enabled and it still doesn't work, contact the aMSN developers and ask them for help, since it sounds like Growl is working fine.
