Are you sure you're not talking about GrowlMail?

The Growl uninstallation instructions only cover Growl, not the extras.

The tickets are preferences: Growl's records of your settings for  
various applications. GrowlMail is probably one of these. But  
GrowlMail just goes through Growl—it's Growl that curates the folder.

You can remove the folder if you want, but all you're doing is blowing  
away Growl preferences—it won't affect GrowlMail.
