First the details about my setup:
Computer: MacBook (from 2006) and also a G5 tower (from 2003)
Operating System: 10.5.7
Growl: version 1.1.6
Skype: version 2.8.0.659 (most current but beta)
Safari: version 4.0.2

I am having a problem with the growl notifications in Skype. The growl
notification for the incoming call does not appear. Most other events
(message received, contact in/out) seem to work and do display the
appropriate notification. I have tried everything that I could think
of possible such as:

-- uninstall and reinstall Skype
-- uninstall and reinstall Growl

There was some hidden preference for Growl in Skype (SKUseGrowl). I
created this logical preference to True, then False, and removed it.
This also did not help.

So I am not sure where the bug lies -- Growl or Skype (or maybe even
the OS).

One of the possibilities that was suggested in the growl users group
on cocoa-forge by one of the admins was the following:
For incoming calls Skype does bring up a Growl-like notification with
buttons for Answer, Decline, and Chat. Perhaps this notification is
interfering with Skype.

However, from the Growl-Skype document on the Growl website, it does
appear that the correct Growl notification is sent in the case of an
incoming call.

I have also setup GrowlMail and it works perfectly.

Thanks in advance for your help
