Yes.
Growl is in this folder:
Your startup disk
Library
PreferencePanes
GrowlSafari is in this folder:
Your startup disk
Library
InputManagers
GrowlMail is in this folder:
Your Home folder
Library
Mail
Bundles
And GrowlTunes is wherever you put it.

Yes: Delete only Growl.prefPane.
To be clear, the Extras are not plug-ins for Growl. GrowlSafari is an
input manager bundle, GrowlMail is a Mail bundle, and GrowlTunes is an
application.
