The plugin goes in ~/Library/Mail/Bundles

Make the 'bundles' folder if needed

Quit Mail, then issue the following commands in Terminal:
defaults write com.apple.mail EnableBundles -bool YES
defaults write com.apple.mail BundleCompatibilityVersion -int 3
