Peter,

It's not doing it on my side anymore. I actually did a little test  
with an app I'm working on and using the Launch Services with the  
proper launch options, the app launched was not activated. I'm a  
little surprised why it's not working for you. I have a pretty vanilla  
system due to a clean install and an account that was restored without  
its Library folder...
